Default żiPad for coding?

Ok so Im a noob and have been trying to read and do searches on how to get everything set up for my MINI for coding.

I bought this "BMW & MINI USB OBD Diagnostic cable INPA NcsExpert WinKfp DIS SSS Progman GT1"

I wanted to know if I can run this on an iPad or an iPad mini.

You still have to hook up a laptop with a working coding software. Then install SplashTop on the laptop and ipad. Then you could remote to your laptop (if its on WIFI) and your ipad (wifi or cellular models). Then you can control your laptop from the Ipad. Thats probably the closest you'll get.
