Default E46 DME flash.

I know this is my first post but I've been reading a ton of stuff and just want to make sure I've got everything correct.
I have a windows XP 32 bit machine and a windows 7 64 bit, which one would be best? It seems people have a lot of problems getting the 64 bit to run properly.

Is this the item I should order to flash my DME?
[Only for registered users... ]

I looked on and couldn't find my specific car in regards to the DME programming. My car is a manual transmission and all of these say automatic. I'm just wanting to remove the secondary air pump from the car, I THINK that's EU3 emissions? Here's what I found.
