Default Autologic says this this control unit can not be programmed..

I want to have my DME updated/reflashed trying to fix this stumbling/surging problem but that's a whole other story. Anyway I found a local indie shop that says they can do this for sure.

Just earlier today the tech called me and said this ecu cannot be programmed. He sent me this screen from his programmer which is autologic of some kind.

Is this guy incompetent or lacking the proper tool for the job or am I missing something? From my understanding they can all be reflashed.

The car is a 2003/07 production date e46 325i sedan m54 engine manual transmission. US/Canada model.
