Default Enet connected car.... what IP?

When I connect a car to a computer using an enet cable is there an IP that the car always has?

If the question is stupid can someone describe what is the connection flow from PC to car

The car is on the same IP as the computer, no?

when you connect the your device to OBD Cable there is IP address for the I com or to the device that you are used
