Default Modules In INPA but not NCS

Hello,

I am trying to reprogram a head unit (Head Unit Not Correctly Programmed Error) in a 2005 E60 with no navigation. I cannot find the correct modules in NCS. From INPA UIF screen I can see all modules but many are not showing up in NCS. Does anyone no why? Also module such as MASK is present in NCS but not in INPA. I'm not understanding what is wrong. Any suggestions would be be appreciated.
