Default Strange Fog Light Operation

Fact-My fog light switch only turns on my lights when the headlight switch is in the parking or headlight position. If I turn off the fog light switch, the fog lights don't turn ofg. If I move the switch back to the on position then off again, the lights go out. To turn them back on I have to turn the switch on, then off, then on again. It seems like the switch needs to be activated twice to toggle the fog lights on/off. Using BMW Scanner 1.4 I checked the light module coding and can't find anything wrong. I also re-wrote the coding from a backup made 12 months ago and the problem is still there. When checking "live data", my switch position indicates on/off normally...that is when the switch is off it shows it's...likewise when on.

Anyone else ever see this problem?
