Default ECU no address

I'm trying to register an existing ECU in a E46 as all programs Inpa, GT1 etc say address problem, I think it means no vin number put into ecu so cannot be contacted. I am considering using Win KFP to give ECU an address, is this the right way to go?
Why would I be doing this on a functioning car? Well thermo (blower fan) fan not working, supply an signal both come from ECU, which I cannot talk to, to do activation tests etc. I don't want to install a work around for fans if problem can be fixed through ECU. But I am very worried about turning car into a push along by nuking ECU, not good on what is not my car.
Any help much appreciated.
