My windoze couldn't find any data on your file. I hate windoze!
Anyway, on the assumption that this is the PA soft data file, you won't find recogniseable data. It is a "hex" file. I can read hex, but it doesn't help. The data is written in such a way that we can't find and amend the numbers. An algorithm is used to code the data. There is a way to read/write the IKE with PAsoft, which I have posted.
